Short Biography of Ambassador Arti Hilpus

Arti Hilpus was born in 1972.  He is a cum laude graduate of the University of Tartu and has also graduated from the Geneva Centre for Security Policy. In 1996, Hilpus began working at the Foreign Ministry as the Director of the Personnel Division (1996-1998). Following that, Hilpus assumed the post of Director of Division, Common Foreign and Security Policy of the European Union at the Foreign Ministry (1999-2001 and 2005-2006), and was later Director of the Foreign Ministry’s Security Policy Division (2006-2008).  From 2001 to 2004, he worked at the embassy in Berlin. Hilpus has been the Estonian Ambassador to the Kingdom of Norway and the Republic of Iceland (2009-2012), and to Bosnia and Herzegovina, Macedonia, Montenegro and Serbia (2012-2015). Before assuming his current position, Hilpus was the Estonian Ambassador to Russia (2015-2018).
